About Joseph Lobley
Marine Surveys by JBL Marine, Inc., Joseph B. Lobley, SAMS® AMS®, Waldoboro Joe Lobley resides on the coast of Maine working as a Marine Surveyor. He is a fifth generation Maine native who grew up in Connecticut and Rhode Island. His marine background started while cruising aboard the family's 33' wooden pilot sloop and continued with various summer jobs in boat yards, aboard lobster boats, and recreational one-design racing. He was Junior Champion of his sailing class two years in a row.

After graduating from the University of Maine with a forestry degree, the industry took a down turn, so Joe enlisted in the United States Army. He was Honor Graduate of basic and advanced training and received the Army Commendation and the Army Achievement medal. With a recommendation from his commanding officer, he applied for, and was likely to be accepted to the West Point Preparatory School. Unfortunately, defense budget cuts caused the program to be reduced.

After leaving the Army, Joe returned to Maine and found a position aboard a commercial fishing vessel. After one trip as deckhand he became engineer. One year later, he became the captain of a sister ship. As the fishing industry began to decline Joe was asked to skipper a private sailing yacht, which lasted for nine years until the passing of the vessel's owner.

He joined the Society of Accredited Marine Surveyors (SAMS®) as a Surveyor Associate. After a mandatory five year apprenticeship, attending the required educational seminars, working in the field, and a rigorous testing cycle, he was advanced to Accredited Marine Surveyor.

Joe is married with two children and continues to enjoy boating. He volunteers his services to the local county University of Maine Cooperative Extension Service as President of the Executive Committee and the Camden YMCA, and is currently the on the Board of Directors for SAMS®.

Summery of Qualifications and Experience
1995 to present: President, JBL Marine Inc.

Working as an independent marine surveyor performing pre-purchase, condition and valuation surveys, on yachts and small commercial vessels, for individuals, brokers, and banks.

Insurance claim field investigator for most marine insurance underwriters.

Consultant overseeing new vessel construction, reconstruction, and repair for individuals and area boat yards.
1987-1995 Yacht Captain, Corn Bay Associates

Captain of the Sally V, a 50' Hinckley sailing vessel, overseeing all aspects of operation and maintenance. Cruised extensively from Canada to the Bahamas.
1986-1987 Fishing Captain, Seabank Industries.

Captain of the Jessica B., a 76' groundfish longliner with nine man crew, for year- round fishing on the Grand Banks, Georges Banks, and Gulf of Maine.
1985-1986 Engineer, Seabank Industries

Engineer aboard the Rebecca B, the sister ship of the Jessica B., responsible for all machinery and equipment aboard the vessel, at sea and ashore.
1982-1985 Enlisted, US ARMY

Honor Graduate of basic and advanced training. Received The Army Commendation Medal, The Army Achievement Medal, and The Good Conduct Medal.
Education
1995: Associate of Art in Liberal Studies. University of Maine at Augusta. Graduated with honors.
1982: Associate of Science in Forestry. University of Maine at Orono.
Memberships
Society of Accredited Marine Surveyors. The largest worldwide surveying organization with strict membership and continuing education requirements. Joined in 1996, achieved AMS® status in 2001, acted as Regional director from 2003 to 2005, was elected to the Board of Directors in 2005 and has served as VP Testing, Secretary/Treasurer, Executive Vice President, and is currently President.

American Boat and Yacht Council. An industry leader for setting standards and practices for small craft.

International Association of Marine Investigators #2663, currently serving as the Coordinator of the state of Maine.
